For TechNews.LK related issues, that is a cross-wiki spammer who has used over a dozen accounts to spam TechNews.LK on multiple projects. It is a cross-wiki spam cleanup effort. For that image, it was tagged for deletion two months ago as a copyright violation, and no one has responsed to it.
