I am interested in being elected as an arbitrator for Wikipdia. I understand that elections will take place this December. i can find no direct contact with Jimbo Wales or the administration of Wikipedia so would someone who has such contact please send this on.

I think you're looking for the English Wikipedia. This isn't the English Wikipedia... this one doesn't even have an Arbcom.

I'll be honest: I'm not going to forward your request: If you can't find the right project to volunteer for, you're not going to make it as an arbitrator anyway, and prospective arbitrators will be required to have accounts on that project, be previously active in its development (both policy and articles), and do a lot of edits on multiple projects and maillists.

You not only wrote to the article space of the wrong project, but did so without even creating an account and left it to a random individual to follow up on your request: That's not how we do things here, and isn't the sort of thing we look for in our arbitrators.
