This is wikimagic to prevent a common problem whereby:-

Dates need to be formatted as links to display according to user preferences.
However self links are discouraged in general.
Therefore many robots delink self links.
This means that on pages dealing with dates all dates are formatted according to user preferences except the date that is also the title of the page.
Other ways of preventing this from being delinked by robots have failed as they have become "smarter".
